If he doesn’t come on campus for another 2 years, does he count against our scholarship limit before then? Or not until he’s on campus?

I’d imagine pretty frequently if the recruit is Mormon
Many college age men of the LDS faith (Mormon) do missionary work for two years. Since BYU attracts a lot of LDS athletes, they will be older than the typical college student.
