Joe Schmoe is a promising QB at a Div I school. After his freshman season, he decides to enter the transfer portal.
A school, let’s say Zero U, signs him after offering $1M per year for the next three years of eligibility.
After his sophomore season, Schmoe decides to RE-enter the portal. At this point, he has been paid $1M but, because of the commitment Zero U made and he agreed to, he must now pay back the $2M remaining. Of course, Schmoe won’t do this personally, but his new program will be obligated to make Zero U whole – on top of any other commitment they’ve made to Schmoe.
Would be fantastic. People say coaches can just leave whenever but their next university has to pay a buyout. Hopefully players become employees and terms like this are acceptable.
I don’t know how you tweak it to make it more universal ( the BB still have an advantage) but it has start quick. It’s total insanity with the amount of money it will take a team to be really competitive. There’s no more recruiting and building a kid up to be a force.

This is why players need to be under contract. A player agrees to be at a school for x amount of years in exchange for a scholarship/NIL. The number of years can be negotiated. Also, you can have various clauses to address various. For example, if a player has one year on his contract but declares for the NFL, there can be a clause for this. Finally, if a player wants to break their contract in order to enter the portal, you put in a buyout option where the player pays.
Playing contracts would go a long way to eliminating a lot of problems with this current era of College Football.

I do agree that the current state of the portal/NIL is not sustainable and changes need to be made soon. That’s why I think putting these players under contract would go a long way to solving some of these issues.
Another thing I would do is eliminate the portal window in December and keep/expand the portal window in April. That way there’s only one period to transfer and it occurs during the offseason.
Finally, there needs to be a hard NIL cap on all programs.
I think at some point there will be some “fixes”. There’s too much money involved and I think even the big schools want some type of guard rails. Now, will it be enough remains to be seen.
We will see what revenue sharing wil do as soon as congress passes it. Still the BB will have an advantage with opportunities with shoes , gear and etc contracts
